Overview: FREO2 Foundation (FREO2) is a global not-for-profit organisation that aims to reduce the number of deaths of babies and children suffering from pneumonia in remote health centres in low-to-middle-income countries. FREO2 was founded in Australia in 2016 and now has operations in Uganda and Tanzania, with trial projects in Kenya and Nigeria.
The FREO2 team are committed to saving lives by developing and deploying at scale new oxygen production technologies to improve oxygen access and care (diagnosis and treatment) at the under-resourced periphery of the health service – within small district hospitals, sub-district health centres and health posts.
Pneumonia is the single biggest killer of children worldwide and oxygen is a proven life-saving medicine. However, traditional oxygen treatment in low-to-middle-income countries can be costly and most oxygen facilities require continuous power supply, a challenge in remote areas. FREO2 combines expertise in physics, problem solving and innovation to design a portfolio of products that directly respond to this challenge. Our products deliver oxygen, even during prolonged blackouts. They have seamless integration to backup oxygen.
Tanzania Project Summary: FREO2’s Tanzanian Program aims to provide proven and appropriate life-saving oxygen in selected rural low-resource settings in Tanzania. A significant number of children with acute respiratory infections living in impoverished villages in Tanzania lose their lives to this disease. The burden of respiratory diseases on families and health systems aggravates existing inequalities. FREO2 has secured a grant from the Oxygen CoLab to run a pilot program. The Oxygen CoLab is seeking to increase access to oxygen through driving collaborative structures that catalyse oxygen concentrator innovation. Together with UNICEF, they’re seeking to get fit-for-purpose oxygen concentrators and their complementary accessories to LMICs. The FREO2 “Oxygen as a Service” business model has been selected as a potential model to address this problem.
The objectives of the program include the following:
Demonstrate an effective and sustainable business and operating model for the supply of oxygen.
Validation of our business model for primary and secondary facilities in LMICs.
Validation of a ‘swap and go’ maintenance model that relies exclusively on a small cadre of local, FREO2-trained technicians.
Prove sustainable willingness to pay for the swap and go, multi-payer model.
Establish the extent of demand generation that is possible in new operating contexts based on i) outreach effort to additional facilities; ii) our own success, which creates ‘word-of-mouth’ demand.
Role Summary and Purpose: FREO2 is looking for a passionate experienced entrepreneurial leader to fill the position of Project Manager. This is a unique opportunity to join a purpose-driven team who are committed to reducing the number of deaths of babies and children suffering from pneumonia in low-to-middle-income countries. The Project Manager will report to the Tanzania Country Manager and is accountable for the leadership and delivery of the FREO2 Tanzanian Expansion Program.
Key responsibilities include:
Planning & Impact:
Develop and implement the Implementation Plan.
Lead development and design of FREO2’s Implementation Plan.
Manage the in-country delivery of key project milestones, work streams & activities defined in the Oxygen CoLab pilot. Execution of the pilot strategy will be in close collaboration with the FREO2 Tanzania Country Lead and the FREO2 Australia pilot team.
Travel to project implementation sites (partner health facilities) to monitor project delivery, resolve issues and improve service delivery.
Identify, secure and manage strategic relationships to analyse and further FREO2’s impact within the region.
Facilitate communication and alignment of activities across the team, partner health facilities and other stakeholders to ensure coordination and successful execution of the pilot program;
Pursue opportunities to showcase FREO2’s impact with potential collaborators and supporters within the region.
Influence Activities
Work with the FREO2 Tanzania Stakeholder Engagement lead to:
Identify and develop new partnerships and opportunities for engagement with key stakeholders at local and national level, as relevant. Key stakeholders would include the Ministry of Health, District Health Officers, public & private health facilities and other key implementing partners.
Represent FREO2 in public forums, including the development of presentations, proposals, and materials to customer acquisition, engagement and retention.
Identify and build relationships with potential funders and donors.
Business Development and Financial Management
Oversee delivery of the FREO2’s business model for “Oxygen as a Service” with financial transparency and integrity.
Manage and monitor expenditure against the budget.
Fulfil financial and compliance reporting requirements.
Reporting
Undertake regular monitoring and reporting of FREO2’s social, environmental, clinical and financial impact.
Prepare donor reports and other external program reports as needed.
Governance
Ensure that appropriate policies and management systems are in place so that FREO2 undertakes its work effectively and efficiently, with transparency, accountability and full compliance.
Ensure that pilot program maintains compliance with legal requirements and relevant legislation.
Required Skills and Experience:
Bachelors and or advanced degree in a related field such as biomedical engineering, public health, financial management or business preferred.
5 to 7 years of professional experience in demanding, results-oriented environments in the public sector and/or private sector (e.g. management consulting, financial services).
Experience in stakeholder management and influence across the community sector, private sector, government and philanthropy.
Excellent problem solving, analytical and quantitative skills, including attention to detail and experience in modelling using Microsoft Excel.
Strong communication skills, including delivery of compelling presentations and documents in Microsoft PowerPoint and Word.
Entrepreneurial mindset; demonstrated ability to work independently on complex projects and solve challenging problems, in a high-pressure, fast-paced environment.
Strategically minded, able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals.
Ability to organise and coordinate meetings and workshops, meet deadlines, generate data-driven reports and work in a fast-paced environment with maximum efficiency and impact.
Strong budgeting and financial expenditure analysis skills.
Other Requirements: This position will require frequent travel to project sites, sometimes at short notice. Some of these sites are situated in remote areas.
